Today ESRI support site has published news that ArcGIS Desktop, ArcGIS Engine, ArcReader and ArcInfo Workstation are supported on Windows 7. This applies to version 9.3 and 9.3.1 of listed products.
Server side products are expected to be certified at version 9.4 due to current issues with IE 8.
